The Trump administration is considering a new USCIS naturalization rule that would introduce enhanced educational standards for people applying for US citizenship. According to the Department of Homeland Security (DHS), the proposed rule aims to establish a formal framework of how applicants meet citizenship education requirements while strengthening the integrity of the naturalization process.
The proposed Trump citizenship test education requirement would build on existing rules, requiring applicants to demonstrate basic English reading, writing, and speaking skills, along with knowledge of US history and government. DHS says the current regulations do not clearly define how applicants should satisfy these educational requirements. The department argues the proposal would support the proper assimilation of immigrants and promote a shared American identity rooted in the US Constitution and the nation’s founding principles.
In a separate proposal, USCIS is also considering allowing third parties to administer parts of the naturalization exam instead of requiring all testing to be conducted by USCIS officers during citizenship interviews. Officials say the change could provide greater flexibility in the testing process.
The USCIS naturalization rule changes remain in the early stages, and a formal Notice of Proposed Rulemaking has not yet been published. DHS has confirmed that current citizenship requirements remain unchanged. The proposal follows stricter civics testing introduced earlier this year for certain green card holders applying for naturalization, reflecting the administration’s broader efforts to strengthen the citizenship process.
