Indonesia Seeks Global Financing for 100 GW Solar Ambition

Indonesia is working to turn its 100 GWp solar programme into projects that international investors can finance. The Indonesia Solar Investment Forum was held on September 24 at the Indonesian Consulate General in New York, as a parallel event during Climate Week NYC. It was organised by the Indonesian Solar Energy Association (AESI) and the Indonesia Investment Promotion Center (IIPC) New York, and drew policymakers, investors, financial institutions and development partners.

AESI chairwoman Mada Ayu Habsari said the 100 GWp target is a direct working mandate and that opportunities are already open to investors. Discussions covered bankable projects, ways to connect investors with developers, and lessons from ASEAN and Pakistan’s rapid solar growth.

President Prabowo Subianto launched the programme on August 25 in Gilimanuk, Bali, starting with 14 projects totalling 5.3 GWp across six provinces. The government aims to complete the full 100 GWp by 2029, a capacity larger than Indonesia’s current national generation of about 88 GW.

Energy and Mineral Resources Minister Bahlil Lahadalia put the cost at about $73 billion, or Rp1,140 trillion. He said the programme could create around 5.52 million jobs and cut annual energy subsidies by Rp73.9 trillion, about $4 billion, largely by replacing diesel plants. The programme is also expected to cut greenhouse gas emissions by about 140 million tonnes of carbon dioxide.

Analysts urge caution. The Institute for Essential Services Reform said delivering the target in under four years is highly ambitious and will need regulatory certainty and clear programme leadership. In March, sovereign wealth fund Danantara secured $1.4 billion for a solar manufacturing facility with up to 50 GW of annual capacity.
