The United Arab Emirates has approved a unified licensing framework for higher education institutions, introducing a single national system to regulate universities and strengthen governance, quality and accountability across the sector.
Approved by Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, the framework establishes common standards for universities operating in the UAE and is to be applied to all higher education institutions from 2026.
Developed by the Ministry of Higher Education and Scientific Research, the framework gives a unified reference for licensing institutions, clarifying the responsibilities of federal and local authorities overseeing higher education. Officials said the move will simplify licensing procedures, improve the student experience, and enhance the overall quality and efficiency of the country’s higher education system.
The framework also introduces an integrated licensing system, linking the Ministry, local authorities and universities through a digital platform to reduce administrative duplication and improve coordination. It aligns with the National Higher Education Institutions Classification Framework and other national quality and performance standards.
In addition, the reforms introduce new requirements covering institutional governance, financial sustainability, operational resilience and academic leadership. Universities will be required to establish clear governance structures, strengthen risk management practices, and maintain business continuity plans under different operational scenarios.
According to the UAE government, the unified licensing framework is designed to support the country’s ambition to become a global hub for higher education and scientific research, enhance international competitiveness, and ensure consistent education standards across all emirates.
