Early in his journey, he led the public offering of IL&FS Transportation Networks, an exercise that demanded financial acumen and market understanding. Subsequently, his role in issuing one of India’s earliest rated and listed project bonds marked a significant development in infrastructure financing.
The most defining phase of his career came after the IL&FS crisis of 2018. At a time when uncertainty prevailed, he was closely involved in efforts aimed at resolution and recovery. The creation of Roadstar Infra Investment Trust emerged as a significant outcome of this period. Conceived as a mechanism to address stressed road assets, the InvIT structure enabled lenders to receive fair value through units, rather than distressed sales. The initiative required coordination with regulators, lenders and multiple stakeholders. It also involved navigating regulatory provisions and securing necessary approvals. The eventual listing of Roadstar Infra in March 2025 marked not just completion of a process, but restoration of confidence in a difficult situation.
The challenges, however, were considerable. Legacy concerns surrounding IL&FS affected perceptions among lenders and rating agencies. Securing regulatory approvals, aligning stakeholders, and achieving operational stability required persistence. Yet, under Mr. Samuel’s watch, the platform not only stabilised but also began delivering distributions while offering comfort to investors.
IMPROVING ASSET QUALITY
Equally noteworthy is the improvement in asset quality achieved under Mr. Samuel’s stewardship. Loans that were once classified as non-performing have, in several cases, been standardised or repaid. This transition reflects his financial prudence and operational rigour. With plans to bring in new sponsors and expand the asset base, he consistently focuses on strengthening the platform while safeguarding stakeholder interests.
