India Adds 3.8 GW Solar Open Access Capacity in H1 2025, Rooftop Solar Booms

According to Mercom data, India installed 3.8 GW of solar open access capacity in the first half of 2025, slightly lower than the 3.9 GW added in the same period in 2024. The second quarter of 2025 alone contributed 2.7 GW, helping offset a slower first quarter affected by connectivity approval delays and limited transmission infrastructure.

According to Mercom’s report, developers rushed to complete projects before the Approved List of Models and Manufacturers was reimplemented, which resulted in unusually high installations in H1 2024. Developers gained traction in Q2 of 2025, partly commissioning projects to qualify for the June deadline for the ISTS costs waiver.

With over 30% of the new additions in Q2, Maharashtra was the leading contributor. India’s total solar open access capacity at the end of June 2025 was 24.6 GW, with Karnataka maintaining the lead at 24%, followed by Maharashtra at 18% and Tamil Nadu at 12%.

Rooftop solar capacity increased significantly, rising 158% from 1.1 GW in H1 2024 to 2.8 GW in H1 2025. More than 74% of Q2 installs came from the residential sector.
