Malaysia advances semiconductor strategy to move up the global value chain

Malaysia is accelerating its semiconductor strategy as part of efforts to move up the global value chain and strengthen its role in the electronics industry. The country is focusing on higher-value activities such as chip design, advanced packaging, and innovation-driven manufacturing, rather than remaining limited to assembly and testing operations.

The initiative aligns with Malaysia’s broader economic transformation plans, which aim to attract high-quality investments and enhance technological capabilities. Authorities are also prioritising talent development, research collaboration, and infrastructure upgrades to support the semiconductor ecosystem.

Malaysia already plays a significant role in the global semiconductor supply chain, contributing to a substantial share of global chip assembly and testing services. However, with increasing global demand and geopolitical shifts in supply chains, the country is seeking to position itself as a more advanced and resilient hub.

Government policies are being designed to encourage both domestic firms and international investors to expand into high-tech segments. The strategy is also expected to create skilled jobs and boost exports.

By moving up the value chain, Malaysia aims to reduce dependency on lower-margin activities and establish itself as a competitive player in next-generation semiconductor technologies.
