The Philippines and the UK partner to streamline offshore wind and microgrid development

The Philippine government has signed a letter of intent with the Government of the United Kingdom to support the development of offshore wind energy and microgrids in the country. The agreement aims to strengthen clean energy planning and improve access to sustainable power across the Philippines.

In a statement, the Department of Energy (DOE) said the partnership falls under the UK Partnering for Accelerated Climate Transitions (UK PACT) Philippines Country Fund. The agreement sets a framework for cooperation on three technical assistance projects focused on offshore wind and microgrid development.

The first project will help the DOE create a strong evaluation framework for offshore wind infrastructure plans submitted by developers under the fifth round of the Green Energy Auction. This is expected to support better assessment and selection of offshore wind proposals.

The second project will focus on microgrids. It will develop a detailed data collection framework for priority microgrid sites identified by the DOE. The aim is to improve planning capacity and support evidence-based decision-making for reliable power supply in remote and underserved areas.

The third project will support the technical review and validation of early results from the marine spatial planning process for offshore wind development, including its planning tools.

Support under the UK PACT Philippines Country Fund will continue until March 2027. The DOE and the British Embassy in Manila will also carry out capacity-building activities during this period.
