India Gifts Maldives Its First High-Speed Ferry, Strengthening Maritime Ties

India has gifted the Maldives its first high-speed ferry to operationalise new transport links between key atolls, marking a major boost to maritime connectivity in the island nation. The vessel, built with Indian assistance, will operate under the Raajje Transport Link (RTL) system, connecting Faafu and Dhaalu Atolls. It is the first of 12 ferries planned under the High Impact Community Development Project (HICDP) Phase III agreement signed in January 2025.

The project involves a total grant of MVR 100 million (approximately ₹55 crore) and focuses on strengthening maritime connectivity and supporting livelihoods. In May 2025, both countries signed 13 MoUs for ferry expansion and community development initiatives. Across four phases of HICDP, India has extended USD 29.5 million in assistance for transport, sports infrastructure, coastal protection, health, and education projects in the Maldives.

The initiative aligns with India’s Neighbourhood First policy and its Vision MAHASAGAR framework for regional maritime cooperation. Prime Minister Narendra Modi visited the Maldives in July 2025, while Maldivian President Mohamed Muizzu visited India in October 2024, reflecting renewed bilateral engagement.

For the Maldives, a nation of dispersed atolls, RTL is crucial. The ferry network will provide affordable and reliable transport, boost tourism and fisheries, improve access to healthcare and education, and strengthen local economies, reinforcing India’s role as a trusted maritime partner in the Indian Ocean Region.
